Microsoft has stopped seeding out the Windows Phone 8.1 Update 1 Developer Preview for the HTC Windows Phone 8X and the HTC Windows Phone 8S. The update is in beta, and while it is really available only for those registered with Microsoft as a developer, non-developers can get it without paying the $19 developer fee, from the Windows Phone App Studio website.
According to Microsoft, they have chosen to "pause" the update, as HTC had not provided the drivers required for the update to be installed on their devices.
"There are a small set of devices for which we aren't offering the latest build of the Developer Preview program due to an identified problem that requires mobile operator or OEM driver updates. These will be offered when the official update for your phone is available." - Microsoft
We understand that the HTC Windows Phone 8X and HTC Windows Phone 8S do not represent a large percentage of the Windows Phone market. The HTC 8X had a 4.7% slice of the U.S. Windows Phone pie on July 24th, according to AdDuplex. But its disappointing that developers of the two models should be denied the opportunity to install the latest OS build..
