Google rolled out the 4.4.4 update to devices earlier this year, with the 2013 Nexus 7 receiving the OTA update in mid June. Now three months later Google has finally posted the factory images and binaries for the LTE version of the Google Nexus 7.
The difference between factory images and OTA updates is that they contain the entire software build for the device. Even if you've flashed several ROMs and tweaked your kernel, flashing the system image gets you back to 100% stock.
The Nexus 7 is still technically the most current Nexus tablet, despite being more than a year old at this point. Google is likely focussing its attention on the newer Volantis/Nexus 9 which is expected to be released alongside Android L this fall.
