Microsoft is currently rolling out the Windows Phone 8.1 update with Lumia Cyan to their entire Lumia Windows Phone 8 lineup and hopes to complete the rollout by the end of summer. Unfortunately with summer drawing to an end, the Nokia Lumia 521 and the Nokia Lumia 925 on T-Mobile have still to be updated to the latest version of Microsoft's mobile OS.
Fortunately a tweet from the carrier may have some insight on the matter.
When a Lumia 925 customer asked T-Mobile when the Lumia 925 will be updated to Windows Phone 8.1, the customer's support team responded to say that the update was planned for later this year.
@DreamSSociety_ We are planning an update to WP 8.1 for Lumia 521 and 925 later this year. Keep an eye on http://t.co/zVFbFPUQUA ^JW

This will obviously frustrate T-Mobile customers who will have to wait to enjoy features like Cortana, Action Center and the Swype style keyboard while AT&T customers are enjoying them. Hopefully the UNCarrier will turn this around and speed up delivering the Windows Phone 8.1 update to their customers.source: T-Mobile (Twitter) | WPCentral
