Microsoft removes the Windows 8.1 RT update from the Store due to startup issues

Yesterday Microsoft started rolling out the Windows 8.1 update to Windows 8 and Windows RT users through the Windows Store. However those with Windows RT devices like the Microsoft Surface RT will notice that the Windows 8.1 RT update is no longer available on the Windows Store. It turns out there is an issue affecting some consumers who upgraded their tablets. If you've already started to upgrade your tablet and have encountered issues, there is a temporary solution in place while Microsoft fixes the issue

Following complaints from consumers on Microsoft's Forums, the following response from published by one of the forum moderators.
"Microsoft is investigating a situation affecting a limited number of users updating their Windows RT devices to Windows RT 8.1. As a result, we have temporarily removed the Windows RT 8.1 update from the Windows Store. We are working to resolve the situation as quickly as possible and apologize for any inconvenience. We will provide updates as they become available."
It seems the issue is connected to the start-up process during the Windows 8.1 upgrade. When rebooting to kick off the install, you'll be greeted by a blue screen, detailing that the "Boot Configuration File is missing some required information." If you face this issue, you can try out the following solution
