A couple of days ago we
reported that Skype would be releasing video messaging across various platforms. Now the Skype for iOS app has been updated to version 4.9 with the inclusion of unlimited free video messaging. The update also offers stability improvements to video and audio calls, improved accessibility to video messaging and a more reliable way to share pictures. The update also brings the usual bug fixes and performance improvements you expect with new releases.

While you would expect Microsoft would get precedence over other platforms since they
purchased Skype, the video messaging feature is rolling out to all other platforms other than Windows Phones.
