Since the Apple iPhone 3GS doesn't have a front facing camera, it did not receive Facetime with the software update. However you can use the following guide to modify your iPhone 3GS to support Facetime video calls.
[NOTE] You will need to jailbreak your iPhone in order to install this MOD.
- Open Cydia on your jailbroken iPhone 3GS head over to sources and add the following source

- - Once your done, you can search for the FaceIt-3GS app and install it on your device.
- - Reboot and go to Settings -> Phone and you can toggle FaceTime on and off.
Since the 3GS does not have a front facing camera video cannot be viewed from that end, but you can definitely make the audio call.
