The new phablet come in two variants - The Galaxy Note 3 Neo 3G and the Galaxy Note 3 Neo LTE+. The '+' at the end indicates that it supports LTE Category 4 with 150Mbps download and 50Mbps upload speeds. But other than the connectivity options both devices are identical.
The handsets run Android 4.3 Jelly Bean with Samsung's TouchWiz interface. Its a little disappointing that Android 4.4 KitKat has not been included, especially since the latest version of Android has been around since last year.
Samsung hasn't revealed the pricing for these phabelts but they did mention that they will be launched globally starting February and that they will be available in black, white and green. Its safe to assume that they will be offered as a cheaper alternate to the Samsung Galaxy Note 3.
