While Google's Nexus devices are anyway in line for Android 4.4 KitKat in the coming weeks, that hasn't stopped the developer community building AOSP-based port of the new source code for these devices. The ROM was ported by the critically acclaimed team behind the ParanoidAndroid custom ROM, and it really is as close to stock as it gets. Do keep in mind that it doesn't include in it things like the new Google Experience Launcher or Google Apps package, which will have to be separately sideloaded.

[NOTE] On testing we found that this ROM does not work with TWRP custom recovery. We advise our readers to install CWM Recovery before flashing the ROM
[NOTE] Please backup your data before you proceed as this method will require you to wipe your data partition
- Download Android 4.4 KitKat ROM
- Download Google Play experience.
- - Move both files on the root folder of your device.
- - Reboot into Recovery
- Turn off device
- Press and Hold Power + Volume Up + Volume Down
- - Flash both files from custom recovery
- - Perform a data wipe
- - Reboot your device
You should now boot into Android 4.4 KitKat on your Google Nexus 7
