When you perform an OTA update or a reset on your Windows Phone, you may end up getting stuck on the Spinning Gears screen. If the ‘spinning gears’ remains on the screen for more than 60 minutes, then something is wrong with the process and recovery actions are needed.We have put together the steps you need to take to recover from the spinning gears issue on your Windows Phone, but if it doesn't work, you may need to contact your device manufacturer to help fix your device.
Method 01
Try to Restart your phone: This does not reset your Microsoft Account (Windows Live) ID or remove any personal data.
If resetting does not help, you have to make an OS reset. This erases all personal content on your phone, including text messages and apps that you been purchased and downloaded (may be re-downloaded again) will be erased, and the phone will be restore to the factory settings.
The phone will then reset and boot up automatically (Please note that this may take several minutes.).
- Press and hold the Power and Volume Down keys simultaneously until the phone vibrates. After this the phone should start up normally.

- Phone vibrates (release the keys)
- Right after this press and hold the volume down key down
- Exclamation mark (!) is shown on the screen (release the volume down key)

- Volume up
- Volume down
- Power
- Volume down
The phone will then reset and boot up automatically (Please note that this may take several minutes.).
