The Nokia Lumia 928 on the Verizon network is reportedly receiving the Lumia Black update, which includes Windows Phone Update 3 (GDR3). The update is being pushed to Lumia 928 users OTA and you should receive a notification when it is available for your device.
If you have not received a notification, you can manually check for the update by going to Settings > Phone Updates, to see if it has arrived for your device.
With Lumia Black your device will receive several new features and improvements to both handsets including improvements in imaging, app updates and support for new Nokia apps, like: Storyteller, Nokia Camera, Nokia Beamer and Nokia Refocus. The Lumia 928 owners should also notice improvements in their camera after installing the update.

Your Lumia will also receiving several enhancements from Microsoft through Windows Phone Update 3 (GDR3) which include Safe Driving Mode, Custom Ringtones, improved storage management and WiFi sharing, New Multitasking and Screen Rotation Lock.
